Mobs in the nether are not being hostile

I have a small 1.18.1 smp server for me and my friends but for some reason the mobs in the nether are non hostile I've done everything I could think to fix it I've search the plugin configs removed all the datapacks I even deleted the nether folder and generated a new one
The plugins im using are: Essentials X core Essentials X spawn Essentials X discord Luckperms
