PaperMC 1.16.3 - Anyone else having problems with villager breeding?

As per PaperMC forum thread, Github issue 1.15.2,SpigotMC bug ticket
Does anyone have suggestions?
Our players are having problems breeding villagers...It works, then stops. Despite the very same requirements being met in the first place.
I've just tried setting tick-inactive-villagers to true; I'll see how that goes.
Plugins - On PasteBin due to poor formatting and spilling over the page.
