No prompt to change password

Most times when we give a user a temp password and set it expire at next logon, the user will not be prompted.
In some cases, the "User must change password at next logon" box has become unchecked. In other cases it remains checked. We have checked and the option to never expire is not checked.
It is a network wide issue. On another network we control that is never a problem even though many of the users have accounts on both networks.
Any ideas on this would be greatly appreciated. Thanks in advance.
