When did Helion become a High Lord?

Was it while Under the Mountain or was he already one then? As far as I remember Day, Winter and Summer were the courts that rebelled and whose High Lords Amarantha killed.

This would mean that both Helion and Kallias like Tarquin had become High Lords Under the Mountain.

Buuuut in ACOWAR it is explained something along the lines that Kallias released his power and shielded Viviane’s village. So how could he do that if he wasn’t a Hight Lord at the time?
