Smaller rims for a 2019 sport 1.5t?

Heyo, I'm not really a car guy per say. I bought the sport level trim moreso for the features it had, not so much going quick (hence the 1.5t over the 2.0t)

Overall, I love the car but my 2 main complaints are road noise and ride quality. From what i understand, that may be partly due to the car running the sportier 19" rims. Furthermore a couple of my rims have aesthetic damage on them. Perhaps from the potholes around.

My OEM Goodyear Eagle Touring don't have much life left in them, and I'm wondering if I should just bite the bullet and downsize.

Has anyone whose done this have any thoughts? Worth it? Not?

If it helps:

#1 priority: MPG, road noise

#2 priority: Traction. I live in STL, MO which experiences all weather so I need a tire that is acceptable in all conditions.
