Why is myScheduling so bad?

I find most internal tools to be terrible (reservations, OfficeGO/Spaces mobile, myProcess, our Workday, Skills, to a lesser degree myTE and the EU vacation request tool), but myScheduling is the worst in my opinion.

On the one hand, the web app is just bad. Slow, enterprise-y, can't open things in a new tab, barely usable filters. On the other hand, the data quality is terrible, with many role descriptions missing (e.g. just a generic description of what a "Data Engineer" does) and no list of skills the project is looking for. The match percentage is usually around 30% for projects with a perfect skill match, just because I indicated "Data Engineer" instead of "Data Engineering" in the Skills tool.

I've contacted a bunch of projects using myScheduling, but never once got a reply from the role contact, even when somebody from HR sent a follow-up email. My suspicion is that project leads are required to post on myScheduling even when they already have a person, might forget to update the status, or are inundated with applications from people on the bench that they cannot keep up.

Why does Accenture not care to improve any aspect of this? Why do I get an Excel sheet of all open roles as a weekly email on the bench, and why is this more useful than a purpose-built tool? With all the resources this giant enterprise has, why does nobody bother to invest a couple of $100k, or even 50k, into a slightly better app? Or dedicate one FTE to project management and use people on the bench to do user research, design, and implementation of a slightly better solution? And have staffing people check if role descriptions pass muster? Honestly, I think the whole situation is an embarrassment for the company. I won't quit Accenture because of myScheduling's shortcomings, but I might soon because it's emblematic of a bigger problem, that people don't seem to care about anything that's not a client project, attrition be damned.

What's your experience? And why do you think the situation is like it is? Note that my experience is for Europe, it might be different in other market units.
