It looks like -2000, 8000 might be the best location for the Capital City, whatever badass name it may be called. Currently at the location is Stoneark
I would argue that it should be meticulously planned, with high standards in aesthetics, urban design, security, and badass motherfuckery. Hell, perhaps 10 out of 10 of Civcraft's wonders could belong to us, because of the city, forcing the list to become a top 20.

Red circle: Waterfront, circular road, with skyscrapers. Plots should not be like Orion, Aeon, Kokopolis, nor Aurora, and skyscrapers should ideally be built with spacious interior and potential usability in mind, like T-Rex's build here which has proper elevators and everything: http://imgur.com/a/yU0e4
Yellow square: Stoneark's walls are reinforced, so rather than removing them entirely, it could work to incorporate it into the design.
CYAN rectangle: Starting from sky limit, it would be a Starship/Spaceark thing. Draz will post pics fangirling about space ships shortly.
Orange square: Bastion vault below. Gold farm above. Built to both look like and function as a "space" elevator to connect to the the starship/spaceark thingy.
Other notes: It would be built with security and supercarts in mind.
Some security ideas: There could be 3 classes of roadways.
Street level: for general visitors. Above ground. Main roads are long and, and many winding or curved. Main roads would be wide enough for a bastion to take care of from side to side.
The Fast Lane: Open to citizenry & trusted guests. Connected to underground tunnels, like those in modern cities. Faster travel than street level. Includes internal city subway access.
Top Clearance: These are roads and doorways that serve as shortcuts for military. Fastest of all travel. For example, paths and rails underneath the lake that quickly take you from one side to the other in order to deal with crime.
What I was originally thinking is that it could be like Breslau in terms of how it would have building standards, but for a high density urban city with futuristic tendencies. Roads and infrastructure would be built with the same spirit we put into our buildings, like how it is in Imperial City on CivPVP, or High Rossferry city. Things like greenery, shrubbery, islands, plazas, and parkettes adding to the infrastructure. Ideally, the city would look great from both: the distance and from the ground level while being as secure for citizens if not moreso than Shopside. Finally, we shouldn't be afraid to use a specific resource pack for the whole city in order to make it look the way we want it to, be it the modern HD texturepack or something.
The high standard serves an important function: marketability. Making it stand side by side with amongst the best designed minecraft cities in general would make the entire nation an easy sell when recruiting for it. Threads would be like: "Check out our city.", "Wow this looks amazing, can I download?", "No, but you can join us on mc.civcraft.vg at -2000, 8000. Here is the resource pack we use: <link>".
