Basically, this is mostly open to you guys, I'll just throw around some ideas.
First, we'll need to know who all is playing and for what side. A DM would call for PMs sent to them with each side's affiliation. If everyone agrees to it, the DM will then assign an undisclosed amount of moles to both the Enforcers and the Rebels as double agents.
Basically, the game will work something like this: Enforcers will be on the lookout for rebel recruiters, and on occasion will even go undercover as either a citizen joining the rebel organization, or as a rebel trying to convert a would-be citizen (who then gets pearled unexpectedly).
Enforcers will try their hardest not to reveal themselves, since rebels will then know who to avoid, and so I would enforce the rule dead men don't talk. At the beginning of the game each player gets special permission to post to the sub, once it's revealed they're dead these permissions are removed. Honor system on revealing secrets to other players.
People will post on the sub whatever they want, since there's nothing you can trust. Enforcers could post the location and time of a "call-out rebel meeting, " under the guise of recruiters, then pearl anyone who shows up. Alternatively, rebels could post the same thing and no one show up because everyone's paranoid it's fake.
Enforcers should also offer rewards for turning other people in. Rebels should offer membership privileges. The two sides must be directly opposed. And all the while the few moles in each organization are trying to find others they can talk to and reveal info.
The most interesting part will be how the groups discover each other. As a rebel, you won't know who your compatriots are at first. Maybe you find a note with a piece of bread next to it revealing a meeting time and place. Can you trust it? As an enforcer, do you go to the meeting place disguised as a citizen, in hopes of finding a rebel? What if it turns out to be a sting operation and you end up getting pearled by an undercover enforcer?
