Can we either ban running the clock down in the 4th (unless there's like a minute left) or make the quarters longer? If someone is in the lead in a close game, or the game is tied and they're about to get into FG range, he could hypothetically run out the clock for over 60% of the quarter. The 4th quarter shouldn't change for 60% of it, it should only change for the last 20% or so, which is why I say it should only be allowed within the last minute.
Does anyone else agree with me? If not, I'll just shut up.
