Alright, so after hunting through two computers and three hard drives I managed to track down a short summary of the ideas we'd planned out for the Atlantic Gulf:

The entire story of the Atlantic Gulf region is, of course, centered around the region's villains, Team Zero. As the Atlantic Gulf region has DC in it we had planned to give the villains (As well as the region's League, headquartered in DC) a decidedly political flavor. Team Zero's entire motivation is that the Pokemon League as an organization has too much power and control over laws regarding pokemon and have taken it upon themselves to change that by any means necessary. They're led by a mask wearing vigilante who calls himself Capone.

The story starts in the PC's hometown, Virginia Beach, with the PC setting out towards DC to attend an event where young trainers get their starter. The prime guests at this event are Professor Palm and the region Champion Cassie. Cassie also happens to be the PC's older half sister, and she hates the PC's guts (Though in public she doesn't show it). After the PC and rival (A fanboy/girl of Cassie's) get their starters a group of Team Zero grunts lead by an Admin attack the event (First battle). From there Team Zero turns up every now and then to cause trouble for the PC, who is occasionally assisted by a character named Alastor.

Team Zero's final two attacks involve them taking over the town that the 8th gym is in and replacing the gym leader with one of their own, and then when that fails attacking the Pokemon League itself. The PC has to defeat Capone before they're able to take the League Challenge, and once they have done so Capone announces that Team Zero will disband. Once the PC has defeated the Elite Four and Champion they get a phone call from Alastor asking them to come to a high end dungeon. Once the player arrives it's revealed that Alastor is the Capone and any time Alastor helped the PC it was one of his Admins who was dressed as Capone. Alastor tells the PC that he was a former Champion who had the longest victory streak of any other region champion. He had been so good in fact that the lack of a challenge had driven him to resign. That had been the true goal of Team Zero, to produce for Alastor an opponent that could give him a truly challenging battle.
