Fake Profile?

I know about the privacy features but recently I've had this user stalking me and leaving obscene comments on my activities.
So I tried to click on the user.... No photo.. No nothing, zip, zero, nada. Just a blank Pic with name. I know you can lock down your account but aren't there usually basics other users can see?
And yes obviously I know I can report and block the person but just wondering what gives for not being able to see anything.
