Trying to figure out what is allowed on a lot

Greetings,

Generally I can figure out what is allowed on a Mendocino county California lot, but not this one.

Perhaps someone can help? :-) What is the difference between Zoning Code 1: TP;160 and General Plan: FL160?

Also, what is Inspection: Inspection Zone 2: MON & WED

I've seen zoning "F-L" and "TPZ" but not "TP" or "FL" so I'm confused.
