W3 first town has higher health than normal

This is my first time hitting W3, and the levels in that first town have something like 100x the health of equivalent levels on W2 (and level 500 has like just under 100x the health of 501 in the next town). Is this intended?
Edit: I'm now not sure if it's only that town or if there's just a discrepancy in HP between 501 and the levels before. In the W2 town from 481-510, I had a drastic reduction in HP between 500 and 501.
