[Question?] Effects and costs; Targeting.

"This card cannot be targeted by card effects", seems pretty straight forward right? But with the introduction of the new Blasting Fuse card, it got me thinking. The card wouldn't be getting targeted with a card effect, it would be getting targeted as part of a cost. The same way you can't get effects off dark worlds when they're sent to the grave as costs instead of card effects. I hope you guys understand what I'm saying, I wanna know is this how targeting with cards works and if I'm wrong, why am i wrong?
