Why is that sometimes Supreme King Gate Magician’s pendulum doesn’t activate?

I didn’t think to save a replay so I hope yall know what I’m talking about. Sometimes during first or second Main Phase, the card’s pendulum effect just fizzes out. Like it will glow golden and give the option to activate the effect but then just doesn’t activate. Why does that happen? And before anyone says it, no, the opponent didn’t activate anything or has a card out that’s halting effects.
