Are males always so bossy?

Hermes has been mean/running after his sister since day one and he never gives her a break(I’m planning on getting him neutered when I have the money) but idk, looking for advice. His big sister is a rescue/former abused dog and use to be very reactive, luckily with love she’s mellowed out, but I’m worried he might push her back into a reactive state. As such I regulate him to the back room w/ a lots of toys because he just doesn’t know when to stop, and sometimes he causes her to snarl at him which makes him at confused/look to me for help. Idk if he’s attracted to her, because he’s a yorkie, or if it’s because he’s a puppy(it’s probably all both but I’d still like some thoughts if I could get them)
