Odd Rune Page?

Hey guys, I'm the trashiest of the trashuos, but I'm trying to learn. I'm confused on what runes I should take in mid and top lane. The skill-capped guide says a weird mix of x1Health Quint x1AD Quint x1Lifesteal Quint x7AD x2AS x9Armor and x9Scaling MR....Seems super wonky to me. Could someone explain this? And if these are total trash, what should I be running?
