Ryzen suggestion built?

So, I've been using XPEnology on my almost 10yo gaming rig (without GFX Card) for about a year. Seeing how good Ryzen CPUs are, I may wanna upgrade. Was wondering if there is a guide or suggestion for a year 2020 built.
Nothing too fancy, probably near "budget" range, main functions are:
- File server, networked drive and shared folders. Mainly serve as expansion for my laptop.
- Moments to manage photos
- Plex server (currently serving 1080p x264, sometime have hiccup serving x265 videos, can't transcode on the fly). With suggestion for current needs, and maybe future proof 4k videos.
