Poco F3 - No Notifications on Mobile Data

For a while now, I don't know when exactly it started, my phone does no longer show notifications, when on mobile data. As soon as I switch to Wi-Fi, they pour in.

I have checked the permissions of the apps for mobile data and for notifications, and I have turned off all battery saving gimmicks that I could find. Still no luck. This drives me mad, haha.

Phone is Poco F3, Miui Global 14.0.8, Android 13 TKQ1.22082. Security update 2023-09-01.

Where else can I look to make these work again? I'll be grateful for any hint!
