Is it Better to Seek Out Heroes, or Will You Meet Them Naturally in the Story?

So I just got around to playing XC3, and I accidentally ran into Alexandria in Ch. 3.
So here’s my question.
With avoiding as many spoilers as possible, is it worth to diverge from the story a bit to meet and recruit heroes, or will you naturally come across them as the story progresses?
