[LW] Questions about shredder and panic

There's a couple things I can't figure out and I'm hoping you guys can help.
- What's the percentage increase on shredder ammo? Does it work with bullets? I've only really noticed explosives and flame throwers do more damage.
- I lost a country in the mid game that only had 1.5 bars of panic. It just turned, the same way that first country does in the beginning. Is that something that's supposed to happen?
