Certain disc game won’t download

I’ve had this problem for a while now, whenever I try to download a certain disc game I have, it never finishes downloading, it’ll always go to 87.9% then Xbox will stop installing even though it says 15 of 15 GB installed. It only happens on this disc, and when I try to resume or uninstall and reinstall the same thing happens.
