Can't buy game pass on pc but could on xbox

just wanted to buy game pass on pc with same credit card and same shipping/billing address. it give me this error :a different way to pay Or change your Microsoft Store region. The region where your payment method was issued and your Microsoft Store region need to match.

please dont tell me that not use credit card with other region. i dont live in supported country and cant immigrate because of game pass. writing some new york adress in credit card billing and shipping worked fine on xbox and i could buy anything from xbox but on pc and phone i cant. also tried vpn didnt work. sold xbox one and cant use it to buy game pass anymore. anyone can help please i just want some forza
