Suggestion for a leave punishment

To start off no soft punishments allowed. We NEED hard punishments. My suggestion is after the 2nd time they leave a match they are loosing or that hurts their kd don't let them queue for 15 mins and knock a few points off all their career stats. if they do it again bump the time up. rinse and repeat oh and if the same ip does this on another account ip ban them
