Location description - mood/settings - how much is allowed in a novel?

Hi everyone. I am an under writer and always feel.. I'm short with words as I'm writing my 1st novel & I'm not sure about the rules..

Can anyone please suggest/ opine how many words are ok for location description, mood, tone in relation to character for each scene setting? This is because I don't want to bore the reader and it's always at the back of my mind. How effectively to merge location description with characters & authors voice/tone?
