So as of writing the Soviet cruiser early access content has been released. As more than most of you will have realised the drop rates for tokens are extremely low so I thought I'd ignore my finals and do some digging.
Firstly I'll be setting out the info we know so far
Currently the only guaranteed stable source of tokens is if you buy the premium ships and complete the combat missions yielding 630 tokens. Enough to buy the t5 and half a camo. For £136.45 as of writing.
The average amount of tokens I've seen from directive containers is 70. Across the 4 weeks that's around 280 tokens unless you get extremely lucky.
This makes a total of 910 tokens, not even enough to reach the tallinn. To reach the Riga and the perma camo you would need a further 1940 tokens. This would have to be made up with bundles costing 500 dubs each. Assuming the 700 token bundle is the lest likely (a fair assumption) you would need to buy all 100 bundles to get enough tokens to unlock everything as the total amount of tokens from the 99 others is 1500, 440 less than what you need to complete the collection.
This is a total of 50k dubs to get enough tokens or roughly £140 on top of the Soviet squadron bundle for a total of almost £300
Now here's the kicker. To research the current 8-t10 Soviet cruisers costs 590000 exp which is roughly 17000 dubs worth. Guess how much that costs to buy? £48.51. this is a good analog of how much the new line will cost to research. Plus you could even drop another £13.86 on the 5 dubs for the t10 perma camo and still be over £200 better off than paying into the early access content.
Tldr; don't buy the early access content, if you want to pay your way to it, wait until you can free exp it and save yourself a hell of a lot of money

Edit 2: a few made me aware in the comments the challenges reset every week to a total of 2100 tokens making thing significantly more achievable. To this end if you chose to buy the Soviet squadron bundle you're only wasting roughly £70 vs free exp, though the free exp method gets you to tier 10 rather than 9
