What's the best way to spend money on this game?

Closing in on 1k battles. Originally thought I would just stay F2P forever but the grind is real.
Top tier ships are t7 IJN DD, t7 KMS BB and a Surrey.
It's hard to compete with t8 and t9 players who have premium camo, premium consumables and max skill captains.
I've read all the F2P guides. i.e. campaigns, combat missions, etc
I'll splurge on 24 hours of premium when I can but is it time to spend a little money?
