How to deal with IJN fighters?

Tier IV carriers - USN vs IJN
Full squads
Upgraded (at least mine)
No strafing, no external AA, just rightclick on both sides
IJN always wins and has at least 2 (half squadron) fighters left
...

What am I doing wrong? Are they supposed to be just so outstandingly awesomely blazingly brokenly better? It seems that every time I play against IJN CV I'm screwed if I don't get a lucky strafe on enemy's fighters...
