Any Good Map Makers and Floor Plan Makers?

I was considering purchasing Cities: Skylines on Steam, but I'm not sure if that would work for what I'm trying to do here. I also want to be able to create floor plans for buildings so that players can get a better idea of what the building looks like and where everything is inside. I'm setting up a Hunter: The Reckoning Campaign, and I want to be able to make custom maps for fictional small towns and cities. Does anyone know of any websites or programs that could help me with this?
