When you look at old abandoned Soviet buildings, what do you see. Graffiti, so why is there none in workers and recorces. With crime becoming at thing, visual denominators of crime should become at thing. So if you have a abandoned building in a city with a decent amount of crime/low loyalty small things like graffiti should pop up. And this has it's benefits as the can become a tourist attraction but at the same time will have a negative affect on those citizens who pass the buildings. So it's a trade off of more money from tourists but a worsening loyalty and crime problem.
