As part of a voluntary role I keep a website up to date for a non-profit academic society.

We have a new project firing up where we want to host materials submitted by the community, which can also be searchable by the community. However, the complexity comes in that we need these materials searchable and sortable by subject tags - not just a database we can search, but preferably as a browsable and filterable multi-tab/tree/list. The materials themselves will take the form of multiple documents.

Essentially, imagine someone submitting a lesson plan for teachers, which includes the lesson description, maybe some relevant work sheets, etc, and it can be tagged according to age group, which subject area it is relevant for, and what topics it covers, duration, etc.

At the moment I have a system up and running which is very manual; users submit the materials to a cloud storage system which I manually then place on the site. What I would like to have is something which has a submission portal, people fill in the relevant bits of the form, attach their documents, then it automatically gets uploaded to become accessible.

I've spent lots of time looking around at various plug ins that I think offer this, but the terms I use for things don't seem to match the terms that software developers do. As this is a voluntary position and I already have a full on full time job I don't have time to play around with lots of options to find one that actually does all I need it to.

We have a tiny budget, so a licensing option isn't out of the question, but we're probably looking at not more than £50 - 100 per year.
