Help buying new tools for a beginner

Helllo y’all! Long time lurker About two weeks ago when I returned home from college I noticed that my folks accidentally left most of my knives outside for about almost a year and now they are all damaged. I’ve restored some of the blades, but a lot of the handles are very gross now and they’re not usable. I guess my question is, do you guys have any recommendations for a new blades and Whetstones?
