Who is the authority on blademaster status?

So we know that killing a blademaster in single combat qualifies you to be a blademaster as well, but there must be other ways to be granted the status.
That being said, what group is the deciding authority that would grant an individual blademaster status and the right to a heron mark blade?
It’s complicated by the fact that apparently blademaster a and heron-mark blades are a thing in Seanchan as well, so does that authority have distinction all over the world?
