Would Mat or Rand have been able to accomplish what Perrin had in TSR?

If Mat or Rand went back home instead of Perrin what would have played out differently in the two rivers assuming they complete their story goals right after. Would they do it better than Perrin? Out of the three Padan Fain had a larger grudge against Mat and Rand so they might have a harder time.
