Base Critical Strike Chance

Question: Does anyone know what the base crit chance is?
I'm new to the game and there's a lot of gear that increases crit chance/damage.
I know you have a higher chance to crit if you flank, and I know base crit DAMAGE is 115%. However, I can't find the base crit chance values anywhere either in game or online.
I'll toss a coin to whoever can give me the answer
