Desktop icons always rearrange themselves. Can not find a solution.

For several months now my desktop icons have always rearranged themselves after turning on the pc, restarting pc and even waking up the pc from sleep mode. I've tried googling for weeks now and even followed some steps ive found on here and none of them worked. My GPU is up to date as well i know its not the issue. Im trying to avoid using 3rd party software for this. is reinstalling windows my only solution?
