Can't change pfp or lock screen background

Every time I try to change my account picture, it gives me the "account picture error" that says "setting the account picture failed. Please try again". Trying again doesn't help.

I can't change my lock screen either. It just tries to load the preview indefinitely. When I leave settings or if I try Win L, my lock screen remains unchanged. I can change my desktop background, but not the one for my lock screen.

Why is this happening and how do I fix it?
