Persistent Gaming Services Issues

Currently running the most recent Windows 11 update, hoping it would fix my long running issues, which it did not.

For probably a year and a half now I've been dealing with persistent Gaming Services issues in which I cannot install games using Game Pass, nor can I play previously installed games, or uninstall them for that matter. Prior to updating to Windows 11, I also had a persistent issue where my Windows Store would refuse to update or download anything. I eventually got around this issue by using this tool to manually download and install programs via command prompt, which fixed my Windows Store issue but not my Xbox App issue. In addition, I have attempted Microsoft's recommended solution probably about a dozen times now with zero success.

I've spoken with multiple support techs from Microsoft, none of which have been able to solve my issue. Here are some other things I've tried:

When I first got Game Pass and used the Xbox App, I was able to install and play The Outer Worlds as well as Metro Exodus with zero issue. I can no longer play either of these games as, no matter what I have tried, I am always redirected to installing Gaming Services without fail. I have tried to uninstall these games, and am also unable to do that. Attempting to delete their folders inside of the Windows Apps folder does not work, as I don't have permission to do so, even after granting myself Full Access.

I'm really at a loss here. I was hoping with the improved Windows Store and Xbox app inside of Windows 11, these issues would be fixed, but the result is pretty much no different, despite the fact that I can at least update apps via the Windows Store now.

(And I'm not sure if this is related, but the Intel Driver & Support System has been telling me to update "Intel® Rapid Storage Technology (Intel® RST) User Interface and Driver for Intel® 7th/8th Generation Platforms" for probably a year now, but whenever I attempt to do so, there is a "Fatal error during installation.")
