How do I change the name of the user folder?

I wanna change the name of the folder within (C:)>Users but I'm unable to, I've seen tutorials where people have been able to change it from the Control Panel but the option just doesn't show up for me
Am I able to change this name of this folder or am I stuck with whatever name it has?
