Windows 11, tabs are automatically scrolling when I mouse over them

I am having some weird issues right now, since whenever I mouse over anything that has a scroll bar, it just automatically scrolls by itself. I try to scroll down my bookmarks, and it just automatically scrolls all the way up. I go to my files explorer and mouse over the section on the left, it just scrolls downwards without any input. I tried looking into it, and uninstalling mouse drivers, but I don't even think its the mouse that is causing the issue.
