How to fix hardware allocation problems on Windows 11?

Short version. Put new hard drive in a dell computer but not all of the new hard drive space is showing up on the C drive. Some are showing up in other areas during other programs. I will have to send a screen shot when at home. Haven't used the computer in a while. Wondering if a full reinstall of the operating system will fix allocation issues or will I have other drives show up like a backup drive? If this will fix my allocation issues how do I do a clean installation of windows 11. To get the new hard drive up and running I just cloned it. Thanks.
