Stuck in boot loop after restarting. Tried a lot of things, but still not sure what could be causing the problem.

I recently upgraded pretty much my entire computer except for the SSD (which had a reinstall of Win10 while keeping documents and appdata).

Now, whenever I restart the PC it gets stuck in a boot loop. Here's my findings so far.

  • All drivers are up to date.

  • It does load into advanced setting fine after a few boot attempts. I can get into safe mode fine, but since I'm not sure of the problem, that doesn't get me anywhere.

  • Safe mode runs VERY slowly. I'm not sure if that's intended. Like takes a full minute to open the control panel.

  • I can get into BIOS just fine and nothing seems out of the ordinary there.

  • I have tried booting with no USBs plugged in with no change in behavior. I do not have a CD drive ti have a disk in either.

  • I have attempted Automatic Repair, but it says that it cannot do the repair.

  • I have uninstalled the the most recent quality update, not change in behavior.

  • It gives an error if I try to uninstall the most recent features updated and is unable to do so.

  • I can reload a restore point from the 3/19/2021, and it loads correctly from that... However restarting again causes it to get stuck in the boot loop once more. This happens even if I restart immediately after logging into windows and doing nothing else.

  • EDIT: The boot loop does not happen if I use the restart before logging into Win10. Also, if I perform a hard shutdown, it will not cause the boot loop. This leads me to believe that whatever is causing the problem is happening during the proper shutdown/restarting process.

I don't think its a hardware issue since going back to a restore point seems to allow Win10 to boot again just fine. It seems that something happens once Win10 loads again right after that restore point that causes it to break (or perhaps during the shut down proccess?).

I would try a reinstall of Win10 again, but that's was just done and I really don't want to have to go through the process of setting all my software up again.

Does anyone have any solutions or anything else I can try to narrow down the cause?
