Application installations downloaded today not opening

I am using windows 10 and any applications I downloladed from browser today are not opening.When I double click,the pointer loads and nothing happens but applications downloaded earlier are opening fine.
I have tried same applications like steam installer and installer I tried now isn't opening but the one from few days ago opens fine.
I tried changing permissions of C drive but it didn't work.I also tried moving file to different drive but it still won't open.
