LockAppHost 100% CPU usage when screen turns off

When my PC is idle, once the screen automatically turns off LockAppHost uses 100% CPU.

As soon as the mouse is moved (and the screen turns on), CPU usage goes back to normal.

How can I fix this?

To determine what was using CPU while the screen was off I used this script to log CPU usage:

for /l %%x in (1, 1, 100) do (
    wmic path Win32_PerfFormattedData_PerfProc_Process get Name,PercentProcessorTime,Description,IDProcess
    timeout 15
)
