are the store custom weapons downgrades of regular weapons?

I bought the one that gives you the whisper pistol and the silenced sniper. I cant remember the pack name. but when I looked the pistol was a straight downgrade from the lady killer and it had no silencer. and the sniper wasn't very good either.
is there something im missing or are they just bad?
