Retention Award

Hi there, GS-4 dumb monkey grunts here. Are we still supposed to be getting an extra retention award along with our checks. Last season I was getting that extra $600 in addition to my check.
Got my first check off the season and ITS MISSING. I checked EPP.
Is this the case for everyone else? Should I pester HR, should I drink my sorrows away with my measly pay check?
Update: seems like the GS-5s and above on district are getting it
