Forced Conscription as Background

Hello all, I'm making a character for my DM's new campaign, and I was wondering if having my character be a forced conscript for the Dwendalian Empire makes sense? It seems like most that serve in the Empire's military are voluntary.
If it helps, I am making a ranger that hails from Bladegarden.
