Unable to edit ability tiers?

So im trying to make Emission a tier 4 ability but for some reason every time I click "Use Set" and then go back to check it its back to what it was before. I heard from someone that it I remove and reequip my gadget it would fix it but when I removed it and tried to put it back on i cant equip anything atm. >.< Anyone know a fix for this?
