They are going to need to if they want the rp server to survive. The exile to dominion numbers have to be at least 10 to 1 just by the way the cities look. And there aren't any other RP servers so mashing a rp server with more rp servers cant exactly happen. The only real choice they would have if they dont do faction changes to balance the server would be to mash the RP server with a PvE server and that wouldn't exactly make anyone happy. I know plenty of people who would move to dominion side if they didnt have to lose all their progress. It cant be that complicated to do it since other MMOs can do it easily. Plus it would open the door to paid server transfers and you know NC and Carbine loves them some monies!
