Question: which state has the best laws to be working under?

My home state of Tennessee, apparently, according to a professional attorney that I hired specifically to be able to ask this question, requires a brokerage license in order to do wholesaling legally. Well, of course at this moment I don't have that and I am not sure if I want to worry about getting one, but if I do want to do this I do want to do it legally so as not to get the feds up in arms against me for anything. So, where is it legal and which states have the lowest bars to clear or the least hoops to jump through in order to get going in this business? Anybody got any suggestions or recommended best starting places?

(Sidenote, I am also looking for a title company and contract templates if anybody has those for the respective states or a good universal one, I would appreciate it a lot!)
